Professional Bio

Tom leads state government relations and economic development for RTX
across the Southeast. Tom represents the company’s business interests to
federal, state and local lawmakers. He also develops strategic partnerships
with key organizations and economic development leaders to support the
Company’s site selection and workforce development needs.
RTX was formed in 2020 when United Technologies Corporation, UTC, and The Raytheon Company
merged. Prior to the merger and for nearly 10 years, Tom led state government relations and economic
development across the South for UTC, which at the time was comprised of Pratt & Whitney, Collins
Aerospace and leading commercial building companies Carrier and Otis. Tom joined UTC from Kidde Fire
Safety, a subsidiary of UTC, where from 2007-2011 he oversaw international, federal and state
government and regulatory affairs.
Tom has held government relations roles with the National Federation of Independent Business, NFIB,
and the North Carolina Retail Merchants Association. He began his career in public policy serving on staff
to the North Carolina Senate where he worked with lawmakers on several signature policy initiatives.
He graduated from Purdue University with a Bachelor of Arts degree in Education and earned a Master of
Public Administration degree from North Carolina State University. Tom grew up in Indiana, and after
college moved to Raleigh, North Carolina where he and his family reside today.
